CSV Lead Uploads vs. Meta Interest Targeting for Network Marketing

If you run paid ads for a network marketing offer on Meta, you have two very different ways to find people: interest targeting inside Ads Manager, or CSV lead uploads used as Custom Audiences and seeds for Lookalikes. Both can work. They don't cost the same — and they don't scale the same.

The short answer

Why interest targeting got expensive

  • Available interest pools shrank as Meta retired or merged categories.
  • CPMs rose as more advertisers competed for the same narrow signals.
  • Meta's algorithm increasingly defaults to broad targeting, which performs best when it has strong first-party seed data — exactly what a CSV upload provides.

What a CSV upload actually gives you

A clean CSV of business-opportunity leads — name, email, phone, and any hashed identifiers permitted under the platform's terms — lets you do two high-leverage things inside Meta:

  1. Custom Audience. Match the file directly. Match rates for fresh, US-based biz-op data typically land in the 40–70% range depending on hygiene. That's your direct-touch pool.
  2. Lookalike Audience (1–3%). Use the matched users as the seed for a Lookalike. This is where the math gets interesting: a 5,000-row file at 2¢ each costs $100 and can seed a Lookalike of 2–6 million US users — at Meta's broad-targeting CPMs, which are usually 30–60% cheaper than narrow interest targeting.

When interest targeting still wins

CSV uploads aren't a silver bullet. Interest targeting is the better tool when:

  • You're testing a brand-new angle and don't yet know which audience responds.
  • You're targeting a non-US market where match rates on US-sourced files are low.
  • You're optimizing for a top-of-funnel awareness objective where reach matters more than match quality.

The recommended stack

  1. Buy a small file first. Start with 2,000–5,000 rows of filtered biz-op leads. At 2¢, that's $40–$100 — cheap enough to test within a single ad campaign's daily budget.
  2. Upload as a Custom Audience. Wait for the match to populate (usually under an hour for files this size).

  4. Run interest targeting in parallel as your control. Give each ad set the same creative and a clean daily budget for 5–7 days.
